The first three years of a child’s life are a period of unparalleled growth and development, with the brain forming critical neural connections that will shape learning, behavior and lifelong health. These early years represent a unique window of opportunity—one that, if supported properly, can set a child on a path toward lifelong success. Yet, for many families, especially those facing economic or social challenges, providing the essential support for healthy early development is not always within reach. This is where community-driven policies and programs can make all the difference.

Despite the challenges of the COVID-19 pandemic and economic shifts, our state has made significant strides. From increasing access to high-quality early childhood services to advocating for bold policy changes, our collective effort is helping improve the lives of Illinois’ youngest residents and their families. As we reflect on our accomplishments over the past five years, we are excited to share the results of this work in our Five-Year Report. This report highlights the progress we’ve made toward our goals across the Illinois Prenatal-to-Three Policy Agenda and outlines the continued work ahead.
